In a charged session at South Huron Council on Monday, (November 20), the Grand Bend Trunk Sewer Extension once again took center stage.
The proposal would see the municipality pay to oversize the pipe being installed by developer Tridon on the north side of Grand Bend, to provide opportunities for future development in the area – the draft cost sharing agreement would see the municipality responsible for 25% of the cost of installation, or $606,000 + HST.
The project has been a sticking point in the past, with Councilor Marissa Vaughan expressing resistance to the project and Councilor Aaron Neeb and Deputy Mayor Jim Dietrich advocating for its proactive approach to the municipality’s future.
Councilor Vaughan brought to the table a notice of motion, seeking clarity on several points, and emphasizing the need for a thorough examination of the proposed cost-sharing agreement. She raised questions about the success of past cost recovery bylaws and what the future of the area would look like.
Vaughan stressed the importance of ensuring that development pays for development, considering tax dollars as a finite resource.
In contrast, Councilor Neeb defended the proposal, citing ample information from recent reports and public feedback. He argued that the decision is crucial for the long-term health and welfare of the community, emphasizing the financial stability of the municipality.
Neeb highlighted the municipality’s role in addressing the housing crisis by providing opportunity for a variety of housing types in a desirable residential area, like Grand Bend.
Deputy Mayor Dietrich stated that he viewed the municipality as a business entity, and considered the project an investment in it’s future. He supported moving the project forward, emphasizing the importance of being prepared for potential future developments.
Councilor Vaughan rebutted, insisting that there was a lack of clarity – a sentiment which was supported by Councilor Wendy McLeod Haggit, and Councilor Ted Oke.
The council ultimately voted to hold a follow-up Committee of the Whole to address the concerns raised by Councilor Vaughan. The recorded vote revealed a split opinion, coming down 4-3, with Councilor Neeb, Deputy Mayor Dietrich, and Mayor Finch voting against returning to a Committee of the Whole.
As discussions continue, the fate of the Grand Bend Trunk Sewer Extension remains uncertain, with a follow-up committee of the whole meeting to be scheduled in the coming weeks.
